So judging from its saying QoS will come out on Oct. 31, I am guessing Octane is a European magazine and not necessarily available in the U.S.?

I bought this yesterday; it's very nice. Some good pictures; shame they didn't put all the cars together.
Not sure about it being the largest grouping of Bond cars ever, either- I've seen more than this together.
They do manage to hide the shameful state of some of them, too.

To follow up the last car being in 'Casino Ice', Bond's new DBS is in the colour 'Quantum Silver', interestingly. Despite being grey!

A friend in the UK shipped a copy over a few days ago. Beautiful photography and some interesting factoids, though I wonder just how carefully they did their homework when things so easily checked like "Vespa Lynd" [sic] get through.

As a rule, it seems like Octane hits newsstands in my area (West Coast) about a month behind.
